Government should always enlighten the citizens and also motivate them to be more keen and eager on the operation, usage, and maintenance of Government Infrastructure Projects.
..
It is one good thing for the Government to develop these infrastructures which are aimed at improving the lives of the citizens.

It is another thing for the citizens to put these infrastructures to good use... - It is not the Government that would use the Infrastructures, rather it's the citizens.
Therefore, the citizens should always be encouraged to take ownership of these infrastructures.

Even though the Government might aid in the early start-off operations and maintenance of the infrastructures, the rest of the routine operation and maintenance of the Infrastructures should be the responsibility of the citizens who are making use of the infrastructures. Except when the costs (or the personnel requirements) of the operation and maintenance are far beyond what the citizens can readily provide for by themselves.

Government can come in again when there is breakdown of the Infrastructures, and there is need for corrective maintenance.
..
Government should always make sure to choose projects which doesn't involve high operation costs (for instance, street-light projects which run on fossil-fuel generators have high operation costs), or high-technicality routine maintenance procedures if they intended the citizens to take full control of such projects.
..
Here Below Are Some Of The Ways That The Citizens Have Failed In Taking Ownership Of The Government Infrastructure Projects In Their Areas.

1. Using drainage channels as waste-bins.
2. Not clearing the drainages and culverts on the stipulated clean-up days.
3. Vandalising transformers, Pipelines, Metal-Bridges
4. Burning Tyres on bitumen-base asphalted roads
5. Not taking proper care of minor hitches on time, or reporting the minor hitches to the appropriate authorities; until the minor hitches escalated into major failures.

It is the responsibility of the citizens to be sure that the Government Infrastructures are always in good condition.
Government should always ensure to set-up efficient and effective feedback media, so that the citizens can always communicate the progress and the functionality of the Infrastructures (or otherwise).
