The Electronic-Transmssion of Results is actually done with the INEC’s Smart-Card Reader (SCR), and not the INEC’s Z-Pad.
The Z-Pad’s functions are totally different from that of the SCR.

The INEC’s SCR doesn't require any form of Internet Connection for it transmit information.
The SCR uses ordinary mobile-phone network services, and it can even tap into any available network service around it (whether the network provider is nigerian-based or not).
If the SCR is even configured further, it can even use Radio-waves to transmit information. Whether SW or AM or FM Radio-waves, depending on the one that it detects, anyone that is available in that area would be used to transmit the necessary information.

Thus, when the Engr. Ubale Maska from the NCC Team said:
“In all the polling units studied in 2018, only about 50% have 2g and 3g networks, adding that 4g network which is higher only exists where there is 3g network, therefore making the coverage inadequate.”,, it sounded so funny.

Like, it means that the NCC definitely believes that the SCR uses internet connection to transmit information? They don't even know the full capabilities and functionalities of the SCR.
That's a very wrong belief on their side.

In fact, both the NCC and the NASS should be schooled properly by the INEC on everything which the Electronic-Transmssion entails.

And then, for the enlightenment of the public;
INEC should publish a Comprehensive Report of all the test-runnings of the “Electronic-Transmssion” which they have been doing in all the previous elections.

2. This comprehensive report should contain the success-ratings of all the respective test-runnings of the Electronic-Transmssion in each of the previous elections.

3. The Report should also contain the methodologies in details, and also, it should state clearly the Network services (and/or the internet services) that were used, whether they used ONLY the Network Services of the Nigerian-based Telecommunications network providers, or whether other Network Services from International Service Providers were tapped into.

I for one,, I am one of such persons who would read such reports within the first few days they published it.

Honestly, this Issue of Electronic-Transmssion is beginning to attract too much unnecessary attention meehhn.!!

Why are we making a mountain out of mere hill all I'm the name of Electonic transmission , since everyone of have NIN, why not generate a code for every one to cast our vote, all they need to do now, is have a good data base where all our vote can be channel to.
with this, we don't need smart phone to vote, with a torch light phone market woman even our fathers and mothers in village can Vote

So, the NCC will have to always ascertain and approve (or not approve) whether the Mobile-Phone Network Services cover the Whole of Nigeria naa??
Or Would they come and be ascertaining the Internet-Services Coverage when they were asked to ascertain the Mobile-Phone Network Services Coverage??
