This is a constitutional matter which will require a full panel of the Supreme Court which is 7 Justices.
The CJN is just 1 person out of Seven.

I personally think it will propel others state Governors to look inward rather than depend on VAT and Federal Allocation from Abuja...

They should also open up their respective states for both local and foreign investors if they really want to increase their VAT now that the Federal High Court has passed judgement in their favor...

Going by the details of the judgment, it is very clear without any ambiguity that the FIRS has NO BUSINESS with collection of VAT and other related taxes.

Most Nigerians and States institutions doesn't know know their rights. You can see from the leadership qualities of few enlightened State Governors most of the unnecessary, unwarranted and illegal powers of the government at the center is being dismantled.

For companies resident in a state, it may be a bit easier to interpret but for companies that render blanket services like the telcos, it won’t be easy to know who to pay their VAT to.
The way it’s done in the US is: every arm of government has its own tax rate on every taxable item. Once such item is ‘consumed’ tax return (amount) automatically goes to each arm of government as per the rate set for such item. There’s nothing like sharing the whole VAT/tax centrally again. And some states have various taxes that are different from other states.

It is very easy airtime and data sales in each State are computed on monthly basis. LIRS do checks appropriate books to do that each months. Just little adjustment for States that have well structured taxation frameworks.
