Chanel,to the best of my knowledge, the 13% derivation fund has not been abolished.I learnt that the recently concluded National Political Reform Conference draft (I haven't seen the document) recommended an upward review of 17%.The draft is now on the table of the national assembly having been submitted by President Obasanjo.
