You don't need a GPS, every phone have GPS tracker and a location-based monitoring system based on the last tower the phone 'pinged' and the tower it is currently 'camping' on the info of all the towers it 'camped' on until the current one. i.e. the Government can draw a line/path on a map from the point of kidnapping to the current location.

The Government have access to this information, this was the equipment Abba Kyari from IRT was using to shine by using it to locate kinappers hideouts.
