As the Value Added (VAT) war rages, Saturday Vanguard has obtained details of collections made by each state and what it was allocated by the Federation Allocation Committee (FAAC), between January and August of this year, which indicates that the Federal Inland Revenue Service (FIRS) Offices in Lagos, Rivers and Oyo states recorded the highest collections.

Lagos generated N429. 203 billion; Rivers, N90. 293 billion, while Oyo came third with N64. 646 billion.



However, in the allocation of VAT revenue, Kano came second, displacing Rivers and Oyo from the top places on the table, after Lagos.

Lagos received the sum of N139. 587 billion; Kano which generated N24 . 492 billion received the second highest allocation of N 47. 082 billion, while Rivers was in the third position as it got N 46. 270 billion.



Zamfara stood out as a peculiar state with the least generation of VAT revenue. It was the only state that recorded less than a billion in the eight-month period of review.

The state generated only N598. 133 million, an average of about N75 million per month.



However, it received the sum of N35. 716 billion (about N4.5 billion monthly), placing it at the forth position on the allocation table.

Kaduna which recorded a VAT revenue of N18. 262 billion, came after Zamfara with an allocation of N32. 726 billion, while Kastina which generated N3. 738 billion in the period under review got N31. 539 billion.

An analysis based on the six geo-political zones showed that South West had the highest allocation of N256. 737 billion, particularly because of the huge allocation to Lagos state.

North West had the second highest allocation of N219. 813 billion.

The oil producing region of South-South N 162. 598 billion.

North East and North Central received N129. 801 billion and N129. 154 billion respectively; while the South East kept the rear with N 109.629 billion allocation.

Looking at the table the VAT parasites cuts across. Lagos, rivers and oyo states are the only states that generated more than they received while bayelsa, Kano, Kaduna ,gombe, delta and Ogun received +/- 50% more than what they generated.

Zamfara should never have been called a state takkless of having a governor. Meanwhile, all the states in the east apart from Ebonyi, which seem to be the only shining star from that list, performed very poorly in the period under review. They are among the biggest beneficiaries in terms of generation and allocation. Anambra surprised me sha... One would think with all the commercial activities in that state they will be up there like Oyo did.

With this data it is clear the north is not as black as painted because our states like Edo, akwa ibom, cross rivers, Benue and even imo performed abysmally.
Many more states than I thought survive on unmerited allocations too. Make we use our head sha... The oil sef is going down gradually.

This is the best solution to the problem cos many of these states are certain of receiving allocation at the end of the month so they care less about what needs to be done. The solution is simply let each state collect VAT, then you will know they can work. Without that, there's nothing called development in the states

Im just glad gradually everyone is seeing the reality with a clear cut eye!

Yet everyone is meant to believe its only the north that is parasitic.

Imagine Benue 1b and gets FAAC of 26b.

you don't get it. The higher figures in Kaduna and kano are the amount received. It means they generate less and got double.

Wow, from this Ebonyi just receive just a little more than twice than it generated as allocation, which means if it should delve more into its solid minerals it won't need those allocation.
Ebonyi even performed better than Abia and Imo in revenue generation, yet they make it seem it is Ebonyi who badly needs the allocation.

I think the federal and state governments should come to a pragmatic agreement.

VAT collection should run on federal infrastructure that is FIRS, while the distribution formula should be tweaked to reflect the state where final consumption has taken place.

The states keep records of consumption within there domain and then reconcile with the FIRS. This is possible with a good IT system.

However for VAT due on imported good and contracts signed in the FCT, this should be distributed among the federating units on the basis of equality with the federal government keeping 15 percent.

This will ensure the non performing states get some vat revenue but will spur them to be more creative and aggressive with internally generated revenue. Also it will lead to a more efficient use of scarce financial resources.

All these cooked data from the pits of hell.
All we have said is that irrespective of who is getting what or contributing what, let the states collect their VAT! What's so hard for you guys to understand in this? If it's Kano state that contributes more than the whole five South Eastern states, it means that this is an opportunity for Kano to enjoy her riches! So stop bandying all these spurious figures concorted by Fulani Bureau of Statics and poblicized by their vuvuzelas in the South West media houses..

I think the changes we need is on the sharing formular (which should favor equity most)

and the Restaurant VAT (which should be with the state)

As far as Nigeria is concerned there us no feasible data, all these things are just been cooked up.

Let every state collect their VAT. Analyst shouldn't bother, all states collect and use your vat.

Always south west and north.

Imagine Imo generating 1 billion and pocketing more than 25 billion.

Same with Abia contributing 2 billion in exchange for more than 20 billion.

Obi's anambra giving us 5 billion in exchange for 25 billion

Enugu giving 5 billion and taking 20 billion

Only Eboyi is working in the south east, giving us 7 billion and taking 18 billion. Manageable.
