Try and reference the css file correctly. Or check to make sure the path in your ref corresponds

Prereqs: is this working fine locally? Have you taken a second look at the syntax you used to load it? Have you checked the validity of your CSS? Have you tried adding something very simple and overly obvious to see if the file is loading at all?

Now, the troubleshooting: have you tried it on a different browser/system? Sometimes, styles are cached to reduce loading time. You should also try calling the customer file directly on your browser (by typing the URL of the file). If it's loaded, the page should work the next time you open it. And if it doesn't, the issue can then be attributed to a broken file path (assuming your host is not using any caching functionality, and if they are, call them to clear it). Another thing to check if you have a broken path is this; if your site is hosted on a Linux server, it's very important that all your paths are in small letters. So check the name of the folders and the CSS file itself. If the issue persists, you can try updating the caller page to force a recall (you can always undo this change with version control).

If you want to avoid caching completely, always version your CSS. This way, the browser will know something changed and will be forced to load it.

Disclaimer: I've not written a website for a while now.
