What took the state assemblies in Southern region so long to ban open grazing?

If the state assemblies have power to correct the herdsmen crisis by just banning open grazing, it means there are other things they have power to change but have not been doing their duties.

So Ortom has been crying all over the place and I asked, can't he also ban open grazing in Benue state if he is indeed worry about the insecurities in his state?

Do you know how many operations are currently ongoing in the North? Ever heard of Operation Hadin Kai, Operation thunder strike, Operation whirlstroke, Operation Harbin Kunama, Operation Lafiya Dole etc?
