Pray tell, if GEJ borrowed to pay salary, then where did PMB get the funds which he issued as loan to the state governments to pay their workers? Are you so dumb that you don't know that state and federal civil service are different? If the federal level borrowed to pay their workers then how come that same federal is the one giving loans to states? And what in God's name is this:
