All these ur write-ups r inconsequential when it comes to Nigeria political scene.
In Nigeria deputy, vice is inconsequential unless ur governor or president is an astute man of integrity and strong disciple of rule of law, justice, equity and fairness and also isn't power hungry.
We saw how documents were flown to london for a sick buhari to sign meanwhile the vice president was in Nigeria.
Most appointments were done from london, the appointees were flown to london to take oath of appointment.
It also happen in states too, in kogi the state deputy govr was harrassed and abused and also sidelined from administering his constitutional duties, he was eventually impeached by the state assembly being under the influence of the govr.
In Nigeria every leader choses which constitutional decrees and sections to obey. So u can see under Nigeria political play, deputy govr is inconsequential.

A deputy governor just like a Vice president is a spare tyre. You use him only if you want as you want. You are not constitutionally bound to give him/her any role.

According to the Nigerian Constitution (1999 - as amended):
The Deputy Governor assists the Governor in exercising primary assignments.
He also acts on assignments as delegated to him by the Governor.
And then, he is also eligible to replace a dead, impeached, absent or ill Governor.

Note the two italicised words..
“Absent or ill”

If the Governor is established to be absent from the state even for just one day, the Deputy Governor should take over for that particular day in question.

The word “Absent” here does not mean a lot of things.
It is not a cumbersome word.
It is very very simple.
..
Once the Governor leaves the boundaries of the state for any reason that not Officially tied to his office as a Governor (even if he leaves the state to go for medical check-up elsewhere outside the state), then he is regarded as “absent”. His Deputy would make his absence official by filing the necessary documents and evidences that would establish the absence, and then he will automatically replace him and fully takes over the duties of the Governor for and on-behalf of the Governor, pending the Governor's return. (A hand-over note is not necessary, since the Constitution didn't specifically state it, since it can be fully established that, at the period in question, the Governor was out of the state for non-official reasons - the Deputy can even follow him to the point of departure, just to have it in his records that the Governor was absent, and that he was there when he left).
But if he leaves the state for official reasons, then it is understandable that he is out of the state for official reasons, then his Deputy can be assisting in exercising primary assignments without replacing him.

Something similar should also apply when the Governor falls sick and could not handle the affairs of the state. The Governor would have to write a hand-over note when he realises that his ill-health is taking a big toll on his duties as a Governor. Nevertheless, if a doctor's report suggests that the Governor would not be capable to perform for some period of time, the Deputy Governor can also replace the Governor for the period of time, as stated in the doctor's report.

From all indications, it clearly shows that the seat of the Deputy Governor performs two functions.
1). Serves as an assistant to the Governor.
2). Serves as a control apparatus which puts the absence (and every other excesses) of the Governor under check.

The second function of the Deputy Governor is being neglected most of the times.

So, Why Was The Deputy Governor Of Anambra State Considered As Inconsequential?
The answer is very simple.
He was playing cool and very easy going, based probably on some unofficial understanding between him and the Governor.
According to the APGA reaction which branded him as “inconsequential”, he was waiting on the Governor to hand over the Governorship Ticket of the party to him on a platter.
He should be blamed for making himself so inconsequential, and for not fully assuming his duties.
It is so bad that a sitting Deputy Governor, whenever people ask him why things are not moving, would be saying things like: “he had travelled again as usual, let's wait till he returns”, and he would be expecting the people to feel bad towards the Governor for travelling frequently outside the state, whereas him as the Deputy Governor would always be there on ground, yet he cannot do anything to keep the state going.
It's a big pity.

Is The Deputy Governor Supposed To Perform All Duties, And Sign All Documents??
Yes.
It's just that, naturally, some documents after going through them might be far above his comprehension.. Then he or she might have to communicate with the Governor before dealing, or keep the document for the Governor himself to come back and deal with it.
For some documents, the Governor might have had some of his special interests hidden inside them, but with the understanding between the Governor and the Deputy Governor, the Governor's interest can still be protected by his Deputy, if not, there is absolutely nothing that prevents the Deputy Governor from dealing on any document that comes to the table of the Governor whenever he is serving the duty of replacing the Governor.

With this, the Deputy Governor would always be looking forward to the Governor's Absence.

Meanwhile, this situation also applies for the seats of President and Vice President.

What happened to most deputy Governor is that, they don't use to see the vision at the inception of the government until when it is time for election.

Had it been he has been organizing some event which have make him relevant in the state, then attend some function that perm sec use to represent the Governor.

It will have make them more important when sourcing for candidate for the next election.

Let's look at Philip Shuaib of Edo State, he has been going up and down attending some function, heading a committee, even though there are rumors that there is conflict between him and gov obaseki.

He might not emerge as the party flagbearer in the next election but he will be a major factor.

Deputy Governor's are spare tire. They operate at the mercy of the governor. The only statutory responsibility that the constitution confers on them is the position of chairman of state boundary issues. Other responsibility is at the discretion of the governor delegating responsibility to them.

These instances are just a pointer to the fact that the ones that are at the receiving ends don't even know the limits of where their powers and the powers of those that were victimising them both started and ended.
A Deputy Governor can take his principal to court, and pray the court to give interpretations to the relevant laws on which the Governor claimed that he acted upon.
For instance, issues like treating the affairs of the state from outside the state while he was outside the state on an unofficial visit, but the Deputy was available on ground.

Another issue is: bringing an official document to the Governor at an unofficial merriment party, after he might have gotten tipsy after downing some glasses of alcoholic drinks

David Lyon won't forget the Day His deputy truncated his governorship seat at the eleven hour. If truly the seat is inconsequential, David would have scapped through.


he was a running mate not yet a deputy. That his running mate was disqualified and hence his own candidature does not make the position of deputy governor consequential. The moral of the story is that you must dot your Is and cross your Ts as a candidate even for inconsequential posts. He was disqualified for candidature as deputy governor is not the same as a deputy governor being a consequential position.

The Deputy Governor seat is a very inconsequential seat in Nigeria. It is for those who are very submissive, non radically minded person and a person that is just looking for political survival.

The problem with Deputy Governor started with Orji Uzor Kalu and Abaribe who is now a Senator followed by Tinubu and Kofoworola Akerele Bucknor.

From the interview granted by Abaribe in 2001 and the Abaribe that we have come to know, it is an absurdity and mockery of intellect that Abaribe conscience and intellect would be caged and silenced by Orji Uzor Kalu because he has money. Abaribe is a radical, very intelligent. There is no way he can be a political messenger to Kalu. Abaribe can only work as a deputy governor to a man who recognizes his strength and appreciate him. This is the political equation presently in Lagos.

Most Deputy Governors are not happy. It is better for them to be very happy and excited as a political messenger. Once a governor notices his deputy is happy and excited as a political messenger, he gives him more duties and opportunities to make money. On the other way, once a governor notices his deputy has ego or ambitious, he will pocket him and make him irrelevant.

Arapaja was a Personal Assistant to Alao Akala , Jonathan was also a PA as Deputy Governor.
Alao Akala rewarded Arapaja for his humility and for serving him. Many governors have rewarded Deputy Governors who served them. Those Deputy Governors that wants to serve the people are frustrated and pocketed by their governors.

The Almighty Political Rule is for Deputy Governors to know they are appointed to serve their governors and not the people.

I rather be the Speaker of the State Assembly than the Deputy Governor of a state in Nigeria. That's how inconsequential the office is.
