Most of those workers he's paying 40% are unproductive and I think he's just keeping them on humanitarian ground, instead of releasing them into the unknown.

The government establishments will fair better with a streamlined, more productive and cost-effective workforce in Nigeria. It's time to face up to the reality and compel people to make genuine sacrifices and contributions to the development of the nation.
