While you have a point, I would also argue too that a lot of the healthy (and less healthy) rivalry between European nations from a militaristic perspective had a positive side-effect in stimulating the types of scientific and industrial research that also had positive civilian applications later on. IIsrael's defense industry occupies a huge portion of its GDP and a lot of great work is done on a scale that affects other key areas of their tech-driven economy. Their strides in these areas are definitely not reactionary to small scale hurdles or problems....but carefully thought out and planned--even though a sense of paranoia might also drive them too. Like: "The Japanese are coming!" "The Chinese are coming!" etc.,

So the African problem might be simply having a very "limited perspective" or scope around where those creative rivalry lines should be drawn. The current greatest achievement of an ethnic group means winning elections or gaining political power over other ethnic groups ...and that is it! And this is because control of resources is still too centralized. Developed economies measure themselves against how much they are able to create unicorn billion dollar brands/industries that create wealth with a global presence.
