Nigeria’s Anti-graft Agency, ICPC Recovers 301 Houses From Two Civil Servants In Abuja

ICPC boss made the disclosure at the inauguration of the House of Representatives Ad-hoc Committee on Investigation of the Operations of Real Estate Developers on Thursday.

The Chairman of the Independent Corrupt Practices and other related offences Commission (ICPC), Prof Bolaji Owasanoye, has revealed that the anti-graft agency recovered 301 houses from two public servants in the nation’s capital, Abuja.
ICPC boss made the disclosure at the inauguration of the House of Representatives Ad-hoc Committee on Investigation of the Operations of Real Estate Developers on Thursday.

He said that while 241 buildings were retrieved from one of the suspects at different locations within the FCT, the remaining 60 were recovered on a large expanse of land at another location.

Prof Owasanoye, who did not mention the names of the affected civil servants, bemoaned the increasing rate at which corrupt public officers were using real estate investment as a vehicle for hiding ill-gotten wealth and money laundering in the country.
He, however, accused the officials of the Federal Capital Development Authority (FCDA) as collaborators in the scam.

He said, “Public officers acquire estates in pseudonyms to conceal the illegal origin of funds. This is made possible by the absence of proper documentation, the registration of titles to land and estates in the country and the non-enforcement of beneficial ownership standards.

“A tour round Abuja, especially the metropolis and the Central Area, would show a lot of estates that are built up but empty. If they had been constructed with funds that were borrowed at market rates, I don’t think any investor would leave such proprieties empty.
“One way or the other they would put them to use. So it is suspected that some of those estates have been used to launder ill-gotten public funds.”

He revealed that the agency recovered a total of N53,968,158,974.64 after completing the task of the defunct Special Presidential Investigation Panel on recovery of public property to investigate some real estate developers who defaulted in remittance and payment of money due to the government.
He added that the agency had received a number of petitions from stakeholders in the real estate and housing sector, off-takers, prospective buyers and the general public regarding the behaviour and antics of real estate developers within and outside Abuja.

The ICPC chairman said, “They border on forgery, the closing of land documents, double or multiple land allocations, allocation of land without the minister’s approval, revocation of land title without due process, non-delivery of projects, embezzlement of sourced capital, land racketeering, the use of land syndicates and speculators, the marketing of fake layouts, fraudulent allocation of land, inordinate delay in the processing of land documents for those who subscribe to their projects, general abuse of office, bribery, dishonesty, fraud, payment scams, or the refusal of government itself to pay fair value for acquired land and the concomitant refusal of settlers and traditional owners to give access to legitimate land allottees and other related issues and challenges."

The civil service is the most corrupt sector in Nigeria up till date.
Even the looting by the political class is initiated by those corrupt top civil servants who understand the skewed system.

I know of a level 12 QS in UBEC who has built more than three duplexes in different strategic areas in Abuja during the covid 19 lockdown alone.

This is not new, anybody that is conversant with Abuja and all this government agencies knows this.

NCC, National Export promotion Council, Nexim Bank, FIRS, Custom, CBN, FMBN, Ministry of Defence, Ministry of works and Housing, Accountant General, NNPC, Bank of Industry, NSITF, PENCOM/PENSIONS BOARD, AMCON, Bureau of public procurement, NEMA, PETF, PDTF, Nigerdelta Ministry etc if u are a minister, MD, perm sec, Director etc in all this organization, u are sitting on more money than many state governors, infact only few state governors can compete with CBN governor, NNPC GMD, minister of Defence, custom controller General and FIRS boss.

Civil servants are the ones setting the country backward most due to their indolence and stealing.

No public servants can steal public funds without the help of the civil servant in the cadre of Director and PS.

But seems this number of “houses recovered by the ICPC from the civil servants” could be exaggerated

We ourselves are the roots of the corruption we accuse our leaders of. Imagine a civil servant o, if he becomes a governor you can imagine what he will do. This kind of people will sit somewhere and start condemning a governor or president of being corrupt. Damn!

This didn't come as a surprise to me. Anyone who knows Abuja will perfectly understand this unfortunate irony where thousands of workers troop from the suburbs into the Central Area while there are estates lying fallow in same place. I don't think even a perm sec can afford to build a good estate throughout his career. But you see lower officers sef with many estates. A lot of leakages abound in the public and civil services, which when blocked will spur govt revenues.
But the thing is that most Nigerians are not sincere. They complain about corruption because they are not eating from the big pot, but you find them doing same corruption in their circles. The blame is not entirely on government, we are a huge part of it

I think they need to reintroduce the firing squad (public execution) back in Nigeria, I mean the military used it to put a lot of miscreants in check. Nigerian's problem is complex, and would really require a complex form of approach for its solutions. Public execution for corruption will go a long way at dissuading many from taking such path. 301 houses from 2 civil servants, that's crazy.

cheesy Nigeria is one of the richest country in the world no doubt about it...

A country an average civil servants can acquire about 6-7 houses before retirement

While in the US it will take you lots of effort and decades to pay off a single house mortgage...

I remember a guy here having a fun discussion with his landlord...the dude was like it's funny I came here paying for house rents... In Nigeria I owned 3 houses...the landlord was shocked...
