Yes they should be declare govt staffs since to declare them terrorist is hard and difficult and its now on bandits menace buhari get to know due process but due process was dead when Kanu was kidnapped to Nigeria, due process was dead when Igboho house was ambushed in command style, due process is dead when to invade Odilli house but due process woke up when bandits are nvolved.

Senator Shehu Sani, a former federal lawmaker, has asked the government to go ahead and declare bandits as federal civil servants since it is becoming difficult for them to pronounce them terrorists

The only reason the TERRORIST FULANI GOVERNMENT OF LIEGERIA would not declare the bandits TERRORIST is simply because it's hard for a CRIMINAL to indict himself. So, to ask the government to declare itself a TERRORIST is impossible.
