Lol. Encrypted comms radios have been available for donkey years.
Typical ranges are 4- 5Kms without repeaters. With repeaters, this increases exponentially. Besides, for longer range communications, these guys simply switch to SAT phones.

Handheld amateur radios have noisy channels in lower spectrum. They can be easily intercepted from as far as 100km with high powered radios coupled with radio decrypting software.
A technical school graduate can do do this without a sweat
