NEC is set up by the Constitution as the meeting place of State and Federal Government on governance matter. The Police is owned by Federal Government but executes its duties within the States. Nothing is wrong for NEC to mandate the setting up of Panel to investigate crimes bothering on breach of human rights in which the Federal government agencies are accused of so far as the Federal Government gave the approval (through NEC) to set up the panels.
