1) he was aware of the presence of sharks in the water, he mentioned that even before he gets there.
2) He was meant to use life jacket as instructed by the "Minister" but right before the camera, Reno said he was not going to use life jacket and just like the corrupt politician he is, he said the bolt driver should keep that a secret.
3) the moment his life was threatened, he switched to blame game as usual, he started blackmailing the guy with statement like I paid you well as if he paid him to keep the sharks asleep.
4) the video of the shark shown could have only be captured in such way if Reno had camera on him but it's clear to all that Reno has no camera on him therefore there was nothing like shark, Reno was just raising his usual false alarm.

Underwater photography is quite complicated. I didnt see the cameraman come out of water or shark no dey eat cameramen? There was also no disturbance on the surface of the water to mark the passing of the shark. The video showed clearly the shark was close to the surface.
