GOVERNOR IFEANYI ARTHUR OKOWA ICT-YEP ABOUT TO BE RECORDED A FAILURE, DUE TO THE INSENSITIVITY OF THE COMMISSIONER OF SCIENCE & TECHNOLOGY DELTA STATE MS. JENNIFER OMA ADASEN.(PART 2)

The Delta State Governor His Excellency Senator Dr. IFEANYI ARTHUR OKOWA, Is a man with vision and if you carefully follow his developmental strides you will see that he's one of the best Governor's who has taken youth trainings and empowerment as part of his key mandate, in his "SMART AGENDA". Building critical structures and creating condusive environment for employment most especially the youths has been one of his key points and he has been steadfast about it.

It is on this note February 2021 the Government of DELTA STATE under the Ministry of Science and Technology Conducted a very rigorous process of selection through CBT for over 10,000 participants both in WARRI & ASABA for Graduate youths of the state, which is the maiden edition of the ICT-YEP for various departments like, ADAVANCE SOLAR, UI/UX FRONT END, SMALL OFFICE, HOME AND SECURITY DESIGN e.t.c. The reason for the training is for Graduates to be trained and equipped with Starter packs and Cash as it has been with all YOUTH Empowerment PROGRAM in the State to become self employed. Some of us where Shortlisted and we were over 600 lucky participants that passed the test hence we were contacted for further clearance & physical verification with our documents. After several rigorous process of screening the Ministry said we will have to provide accommodation for ourselves that they can't provide accommodation for us, some persons after passing the test left, others persons had to borrow monies, Some like myself took loans which till date I haven't paid, we had the mind of finding greener pastures.

When we started the program we barely feed well as majority of us weren't from Asaba, so we struggled to feed sometimes we trek from a very long distance to the venue of lecture all in the bid that the end will make us smile.

THE DARK SIDE OF THE PROGRAM ��������������

We started the program and was very serious with the lectures because we hoped for a better end result, at the end of the first month we were given 10,000( Ten thousand Naira only) Stipends, we agitated that this wasn't even enough for our transportation to the HUB for 2week let alone feeding, but some staff of the ministry encouraged us to calm down that we're going to get a robust starter packs, we shouldn't look at the monthly Stipends but the benefits at the end of the program, little did we know we were being cajoled so we don't speak out for the appropriate authorities to take actions.
We did the program for 4months but was only paid 3 months stipends.

The training ended since September 2021(4 months) now nothing was heard from the ministry, just two weeks ago, Graduands threatened to protest to the Government house, the Commissioner woke up and smartly sent an unofficial message to a WhatsApp group that not all Graduands were part of, for a close door meeting in Warri and only 7 persons attended and she gave them 50,000( Fifty thousand) to share that she will get back to us. The next day she held another meeting at Asaba and gave the few participants 5,000(Five thousand naira each) she smartly shared those peanuts because some of these so-called leaders thinks Majority of Nigerians are hungry so they will do rubbish and give only a few monies to fool the gullibles. She smartly did all these because she knew we wanted to tell the world about her incompetence as a Commissioner in Science and Technology due to her background ( LAWYER) heading MINISTRY of SCIENCE AND TECHNOLOGY there must always be error because she doesn't know the value of the program.

So the proposed day of the Protest reached, the Graduands came out in their numbers, she succeeded in brainwashing many to confused them that starter packs will be shared in batches this December. She also said cash will not accompany the starter packs if at all they give to us, we might be given only laptops and she isn't sure yet of what the starter packs contain.

MY QUESTIONS

1.) MS. JENNIFER OMA ADASEN YOU KNOW VERY WELL THAT THIS SKILLS WE HAVE LEARNT IS OVER FOUR MONTHS NOW WE HAVE NOT GOTTEN ANY CONCRETE UPDATE ON HOW WE WOULD GET THE STARTER PACKS IN BATCHES AND WHEN IT'S STARTING. RATHER YOU SENT A MESSAGE AS A DELAY TACTICS THAT YOU WILL TELL US WHEN YOU HAVE INFORMATION.

2.) THIS IS THE MAIDEN EDITION OF THIS PROGRAM WHY DID YOU DECIDE TO SPOIL THIS GOOD PLAN OF THE GOVERNOR FOR US?

3.) DO YOU WANT US TO FORGET ALL WE LEARNT BEFORE YOU WILL COME UP WITH YOUR SHORTCHANGED STARTER PACKS OF ONLY LAPTOPS MAYBE AND NO CASH IF WE EVEN GET ANY AT ALL?

4.) IF WE WERE YOUR CHILDREN WOULD YOU HAD BEEN SO ADAMANT TO ALLOW US SUFFER THROUGH THIS RIGOROUS PROCESS AND NOT GIVE US WHAT IS RIGHTFULLY OURS?

5.) WE WANT TO KNOW WHAT OUR STARTER PACKS CONTAINS? WHEN WE ARE GETTING IT? WHY DID YOU CHOOSE TO SUGGEST OUR STARTER PACKS WILL COME IN BATCHES?

6.) WHY ARE THE NON GRADUATE PROGRAMS GIVEN MORE PREFERENCE, PEOPLE THAT DID TAILORING, CATERING E.T.C DIDN'T STAY THIS LONG AND WERE GIVEN ROBUST STARTER PACKS WITH CASH AND YOU DECIDE TO WITHHOLD EVERYTHING?

7.) ARE YOU AGAINST THE PROGRESS AND GOOD AGENDAS OF HIS EXCELLENCY FOR GRADUATES IN THE STATE?

8.) WE ARE GIVEN YOU AN ULTIMATUM OF 7 WORKING DAYS FROM NOW, IF WE DON'T GET OUR STARTER PACKS WE WILL CONTACT ALL SOCIAL MEDIA COMMENTATORS AND TELL THE WORLD YOUR EVIL TO GRADUATES OF DELTA STATE IN ICT-YEP.
GRADUATES ARE SUPPOSED TO EVEN BENEFIT MORE AND FAST WHEN IT COMES TO SKILL ACQUISITIONS SO WE CAN BECOME EMPLOYER OF LABOUR.

9.) IF YOU LIKE INDITE ME THAT I WON'T GET THE STARTER PACKS, I DON'T CARE ANY MORE, BECAUSE YOU HAVE PUSHED US TO THE WALL, AND WE WANT YOU TO KNOW WE ARE NOT FOOLS AND NOT YOUR GULLIBLE YOU COULD TOSS AROUND AS YOU WISH.

10) IF YOU LIKE RUN TO DRTV TO SHOW PICTURES OF OTHER PROGRAMS AND SMARTLY SAY YOU HAVE SPOKEN TO YOUR GULLIBLE, WE WILL GO TO HIGHER TV STATIONS AND POST THIS FLOPS ON ALL SOCIAL MEDIA AS WELL AS COMMENTATORS IF YOU DON'T GIVE US OUR RIGHTS, AND EVEN IF YOU DO, YOU SHORTCHANGE US, WE WILL POST IT AS WELL.

MY ADVICE TO HIS EXCELLENCY.

1.) YOUR EXCELLENCY SIR, WE DELTANS, MOST ESPECIALLY THE YOUTHS KNOW YOU HAVE GOOD PLANS FOR US AS PART OF YOUR SMART AGENDAS BUT SOME BAD EGGS ARE OUT THERE TO SABOTAGE YOUR EFFORTS, WE WANT TO PASS A VOTE OF NO CONFIDENCE TO THE COMMISSIONER FOR SCIENCE AND TECHNOLOGY.

2.) SHE SHOULD BE TRANSFERRED TO A FIELD WHERE SHE CAN BE USEFUL, HOW CAN A LAWYER HANDLE ICT AND BE EXPECTED TO DELIVER, JUST LIKE EXPECTING AN ENGINEER TO STAND AS A JUDGE IN COURT IT WILL END IN ERROR.

3.) YOUR EXCELLENCY SIR, IF WE DON'T HEAR FROM THE COMMISSIONER OF SCIENCE AND TECHNOLOGY (MS. JENNIFER OMA ADASEN) WITHING 7 WORKING DAYS FROM NOW, WE WILL BE FORCED TO COME TO YOUR OFFICE TO HEAR DIRECTLY WHAT IS DELAYING OUR STARTER PACKS.

4. YOUR EXCELLENCY SIR, WE WILL NEED YOU TO ADDRESS US YOURSELF SO WE CAN KNOW WHAT EXACTLY IS HAPPENING TO THE MINISTRY, WAITING FOR YOUR KINDLY RESPONSE SOONEST SIR.

I don't really know if it's poor management or mismanagement of funds meant for the program by those ogas and madams at the top. The startup capital and starter park funds have been approved by the Delta state Executive since September2021, 3 months after, we are still hearing stories
