Speaker, House of Representatives, Hon. Femi Gbajabiamila has formally received and read the letter conveying President Muhammadu Buhari’s reasons for withholding his assent to the Electoral amendment bill.

This has confirmed media reports that the President had indeed rejected the bill.

In the letter, the President advanced a couple of reasons for withholding the signature.

The mood of the House can be described as sombre as Gbajabiamila read the letter.

“The conduct of direct primaries across the 8,809 wards across the length and breadth of the country will lead to a significant spike in the cost of conducting primary elections by parties as well as increase in the cost of monitoring such elections by INEC who has to deploy monitors across these wards each time a party is to conduct direct primaries for the presidential, gubernatorial and legislative posts”, the President said amid other reasons.

Buhari writes NASS, declines assent to Electoral Act Amendment Bill

President Muhammadu Buhari has officially written the National Assembly, rejecting the Electoral Act Amendment Bill.

The rejection was conveyed in letters read in the two chambers of the National Assembly on Tuesday by the Senate President, Ahmad Lawan and the Speaker of the House of Representatives, Femi Gbajabiamila.

The bill was transmitted to the president on November 19.

In a lengthy letter read by Mr Gbajabiamila, Mr Buhari explained his reasons for the declining assent to the bill.

He said he got relevant advice from all concerned ministries, departments and agencies.

Mr Buhari cited financial, security and legal consequences for rejecting the bill.

He added that it would infringe on the rights of Nigerians to participate in governance and democracy.

“The amendment as proposed is a violation of the underlying spirit of democracy, which is characterised by freedom of choices of which political party membership is a voluntary exercise of the constitutional right of freedom of association,” the statement reads in part.

He added that the existing constitution of the parties already registered with the Independent National Electoral Commission (INEC) permits direct, indirect and consensus primaries.

Mr Buhari said his decision is based on informed advice by relevant ministries, departments and agencies of the government, and careful review of the bill in light of the current realities prevalent in the Federal Republic of Nigeria in the circumstances.

Parliament will decide the way forward – Gbajabiamila


In his end of the year speech, Mr Gbajabiamila said the parliament will decide the way forward on the bill next year.

He noted that there would be no need to throw away the baby with the bathwater.

“As it is, it falls on the parliament to decide the way forward. When we resume next year, we will decide it together. We must not throw a baby away with the bathwater,” Mr Gbajabiamila said.

So Nigeria politicians can't donate out of the money they would likely waste for the 2023 election.

How would the party members participate in the process that would produce who to represent them?

Buhari blew the chance of leaving a good LEGACY by not signing that bill. He allowed himself to be misled by deluded hybrids flocking around him.

For someone that borrowed more than Nigeria reserve .. something are practical impossible.

Will make more sense if Nass approves 6 year single term .. for all politicians. Starting from 2023 and cut this inec/ executive looting in the name of elections

There is no doubt that NASS members who are pushing for direct primaries are doing so to protect their political interests against the interests of state governors who are opposing it. It is never about national interest or its practicality in terms of logistics, cost, etc. They don't care how much it costs provided it serves their selfish political ambition to continue to do nothing but share money.

Yes, direct party primary election is good for democracy but there is need for a detailed study of its bolt and nut to identify likely weakness and threats and ways to counter them. APC governorship direct party primary in Anambra State was a huge disappointment and a bad advert for the idea of direct primary.There is need for a standard guidelines drawn from field experience. So, may be Osun State Governorship election should serve a kind of pilot scheme.

Why rush into something you know just little about?

The aim of any political party is to by any means possible, grab/retain power. Just like PDP will be presenting a northern presidential candidate (to stand a better chance of winning), the Buhari led APC government has rejected the Electoral Bill (to improve its chances of retaining power).

APC is very uncomfortable with the Electronic Transmission clause in the Bill, hence, it smuggled in the Direct Primaries clause, so as to give Buhari a reason to reject the bill.

Very simple. Its all about power, not the masses or making Nigeria better.

If INEC could request for 305b to conduct next general election aside year budgetry allocation of 40b, we should preview how much it'll then cost if INEC should be monitoring all Political Parties direct primary election!


Direct primary shouldn't be a compulsion. Let the party decide mode of primary they all want.
