WE SURVIVED THE COUP-PLOTTING OF THE IGBOS AND KILLINGS OF OTHER TRIBES BY IGBO/BIAFRANS WHEN THEY SEEK TO DOMINATE OTHER NIGERIANS THROUGH BLOOD, AND IGBO SURVIVED THE NEEDLESS BIAFRA WAR BROUGHT ON THEM BY THEIR PEOPLE. WE EVEN SURVIVED THE 16 LOCUST YEARS OF PDP WITH BRAZZEN CORRUPTION AND GROUNDING NIGERIA ECONOMY.

WE CAN SURVIVED, MY FRIEND. OSINBAJO/ TINUBU ARE BETTER AND AHEAD OF OTHER CANDIDATES.

Imagine this nonsense,it simply means the budget proposal document was not even properly perused after it went through the NASS before been signed by the president!.

If you had followed the news earlier, he protested when he was signing the budget in December and promised to write the Nass to delete those projects.

In 2016, he declined signing the budget on account of the same issue but found out later that he couldn't win against Nass as they delayed the budget till the middle of year when it supposed to have taken effect in January.

Same thing happened during Jonathan regime and it wasn't resolved until Okonjo-Iweala bowed to their wish to include the constituency projects.

Ok you made a nice point, but if I may ask,is this constituency projects legal?,is it back by law or the Constitution?, I'm not sure but there are claims that it was introduced by obasanjo as a way winning over the NASS,if that is true then why can't the president if truly he is desirous of ending budget padding approach the supreme Court to declare it unconstitutional n end it permanently?.

No it isn't, which is why Jonathan and bubu have fought the cabal that benefits from it at the expense of all Nigerians, and instead of supporting those who try to fight it we all condemn the fighters as if they are the thieves.

It wasn't introduced by Obasanjo, it was introduced by Nass during Obasanjo tenure.

The constitutionality of constituency project has not been tested in court but it is the legislature that the constitution gives the power of appropriation.

Their contention is that if they are the one with that power, they cannot just rubber-stamp executive proposals by way of budget just like that without their own input.

That is why the issue of budget padding cannot be easily defined. How do you accuse somebody who has constitutional authority to approve the budget estimates of padding it because he removes some of the executive proposals and inserts his own?

It is like accusing the Board of Directors of padding a proposal sent to the the Board for approval by the CEO

So, it neither here, nor there.

I like your submissions, but I think the legality of the NASS members constituency projects need to be tested in court, except if the executive is only rubbing their back for a good return, the work of the legislature no matter the power they may have is to make laws n check mate the executive n not to usurp executive powers it responsibilities in any form n vice versa, it's better to try n fail rather than allowing the nonsense to just go on unchallenged, the problem is always that buhari as an individual seems to have a very low understanding of most critical issues n some hands behind the scene are aware of this and taking advantage to run rings around him.

I think the only way to really fight it,is to challenge it legality in the court that's all.

Not only courts. We must first fight it in the minds of Nigerians who think it benefits them. Once that battle is won and the majority understand, the subsidies will disappear.

Our democracy is too expensive

May God bless you, sir. It means that if Obama, Trump, Angela Merkel and other former world leaders are invited to be Nigeria's president at the same time, there's very little they can do. Stretched further, it means that there's no Nigerian born of a woman that can change things if this structure is left unchanged.
