Hrm. The last comment made in the video (about the private sector). . . is a voucher-type system possibly the answer?
The idea is that Lagos State allocates a certain # of money to each student, and if a student chooses to leave the public schools and attend a private one, Lagos State pays the tuition at this private school (up to a certain amount.)
I guess I'd need more # on what Lagos State's education sector actually looks like though. . . performance of exams of public vs. private school, average tuition at private schools, average spending per student at public schools, etc.

More teachers needs to be hired to bridge the shortfall,
16 Teachers for almost 1,500 students is just not fair
