Statistics may be right, moreso those are the tested and reported cases cause alot of people don't go for testing, especially In the north compared to the South. I feel right now the top 5 are even at the advantage for it has psychologically created an effect for safe sex in those areas.

The issue is about openness. South tend to be more open to testing than North.
