The country country has had issues with bad fuel imports,imports that turn into something else.
I work onboard ship and I know how many times our vessels have been rejected from discharging @ jetties. Then again,nnpc will still find a way to sneak the load in with whatever they have in mind. One main problem with such fuel is that part of it turns into a different substance like water mixture,so I'm sure that's the case here.

This problem can be traced from loading deport to water entering the underground tank. I run a station too and we experience issues like this sometimes and really appreciate customers telling us about it which in most cases we bear the liability for the challenges.
After which we simply engage technicians to evacuate the water from the product.
It's obvious the poster is a kid and lacks experience in things like this.
Posting the station online is stupidity. They can sue you. Pumping the water from the product is easy and doesn't take time. By the time he's served there will not be any evidence to show. They will deny he bought the fuel from them.

Some of these things are mistakes

Sometimes water may enter the underground tank due to condensation and/or by wicked truck drivers who divert some of the fuel and refill it with water which settles at the bottom of the fuel tank when eventually discharged

These get dispensed to unlucky customers who may unlucky to buy at that moment

Nobody will like to spoil his business and so,the owner shouldn't be held responsible neither the pump attendants who only controls the pump
