LAGOS ADVERT AGENCY RELEASES GUIDELINES ON PASTING OF POSTERS FOR POLITICAL CAMPAIGNS

Lagos State Signage and Advertisements Agency (LASAA) has issued guidelines on the use of election campaign materials in the state ahead of the 2023 general elections as provided under its enabling law.

Managing Director of LASAA, Mr. Adedamola Docemo, who spoke on the guidelines, yesterday, urged everyone involved to comply for sanity and to protect the environment from defilement, visual blight and other adverse effects of uncontrolled or unregulated deployment and display of political campaign materials within the state during the upcoming electioneering period.

Docemo said: “The guidelines are issued without prejudice to any political party, association or aspirant as it is the agency’s intention to ensure fairness and equity among all concerned stakeholders, while judiciously performing its duties and applying the rules without sentiment or bias.

“Based on the guidelines, political campaigns on billboards and wall drapes may only be deployed on existing structures owned and operated by outdoor advertising practitioners who are registered with the agency and have obtained permits for such sites and structures.

“A-frame may only be placed on road verges, medians on inner streets and must not exceed a size of 2×1 metre (big size) and 0.5 x 0.5 metre (small size) and it must have a distance of not less than 100 metres between each sign deployed, which must be made of standard and sturdy materials to ensure that they do not drop or block the roads.”

On the use of banners, these can only be displayed on inner roads and streets, and must be attached to the wall of a particular building – with the consent/agreement of the building owners – limited to inner streets and also not tied to poles or public utilities, including electric and telecom poles.

Also, on the use of posters, the guidelines allow that they may be pasted on designated surfaces on inner streets only and not seen on highways, major roads and high streets.

The posters must not be pasted on public utility structures, such as streetlamp poles, transformers, bridge pillars/barriers, road directional sign, electrical poles and other unauthorised surfaces.

The agency, therefore, strongly advised that political parties and aspirants must refrain from indiscriminate deployment of campaign posters and embrace the use of other creative and innovative platforms, including stick in the ground, billboards mobile A-frames and mobile adverts.

It also reiterated its readiness to assist and co-operate with all political parties, politicians, campaigners and their supporters in ensuring that they have a hitch-free political participation.

The Northwest currently has the highest number of registered voters at 20,158,100. That hands the Northwest 24% of the registered vote total.

The southwest region comes second with 16,292,212 registered voters (19.39%), while the north-central has 13,366,070 registered voters (15.91%), and the south-south has 12,841,279 registered voters (15.29%).

The northeast region and the southeast region come last with the total number of registered voters with 11,289,293 (13.44%) and 10,057,130 voters (11.97%) respectively.

Of the total, there are more registered male voters (44,405,439) than female voters (39,598,645). The male population of registered voters make up 52.86% of the total voter register with registered female voters making up the remaining 47.14%.

LASAA Launches 2023 Mobile Advert Stickers for Branded Vehicles

The Lagos State Signage and Advertisement Agency (LASAA), the agency saddled with the mandate to regulate advertisement displays in Lagos State, has announced the release of its 2023 mobile advert stickers for branded vehicles in the state.

Managing Director of LASAA, Prince Adedamola Docemo, in a statement in Ikeja yesterday, stated that the new and improved mobile advert e-sticker will be in force effective from the 1st of January 2023, a development that will render the 2022 sticker invalid.

He reiterated that, just like last year, the agency has fully deviated from the yearly tradition of launching the stickers with pomp and would rather focus on improving the efficiency of the new process.

He explained that the new e-sticker, which was introduced last year, has attracted a lot of commendation from stakeholders. He said LASAA has continuously reviewed and improved the mobile advert e-sticker product throughout the year to assess the process and fix all barriers for better and efficient performance.

Prince Docemo disclosed that the 2023 e-sticker continues to experience constant upgrades with a Quick Response (QR) code scanner application, which is readable with a simple smartphone.

He said, “The e-sticker has been enhanced with internal control mechanism, which comes with specialised bar codes and embedded details, including vehicle particulars and serial numbers for authentication.”

He explained that the new e-sticker comes with new improved security features such as anti-counterfeit properties and authentication system against fraud.

Prince Docemo emphasised that the level of security implemented for ease of confirmation has improved the process of compliance for the agency’s clients. He stressed that all branded vehicles statewide will be effectively captured on a mobile advert database, thereby making the agency’s ability to monitor compliance and enforcement to work efficiently.

He noted that the incidence of fraud has been hugely minimised, adding that non-compliant vehicles will be impounded and grounded. He assured clients that upon registration; the e-stickers will be available to them within 48 hours.

According to him, LASAA continues to monitor the activities of unscrupulous persons parading themselves as staff of the Agency as well as those working to frustrate it’s efforts by selling mobile advert stickers belonging to other States. This act LASAA believes is an attempt to cause confusion and conflict within Lagos territory. He added that LASAA has already taken bold steps to reverse this anomaly.

He, however, assured that LASAA is always a step ahead in ensuring that all vehicles branded with logos and adverts are properly registered in Lagos State. He warned that the agency would arrest those who fail to comply.
