OBJ would have requested the army presence as a show of force, with orders to shoot on site any ESN nonsense, before telling people to go to work. i dont know if it is by official declaration that ESN will stop attacking people who want to go to work. it is not by official memo, you either discuss with their leadership and persuade them or you wipe them out. is it official memeo that will protect people from ESN?
