Even if you are not telling all, I know greed made you lose your money. Very established exchanges are out there with their prices but you were hunting for extreme bargain.

Call the customer care of your bank tell them that you wrongly miss a digit when trying to transfer money to someone else and ask them whether the money can be reverse. I think they will do something about that. You wasted a lot of time. As long as his account is traceable, you will get your money back. Please never tell them that you wanted to purchase usdt from the guy. Next time use a standard trading app such as binance to do such transaction because your money is save in the platform.
