Presidents all over the world have the power to exercise prerogative of mercy for convicted person whether condemned or just serving jail sentence.

In Nigeria, the President exercises it on the formal advice of the Council of State. Though using this constitutional power to free convicted corrupt politicians looks negative but it is what it.

Recall, US presidents nearing the end their tenures exercise this power, which why former POTUS Trump pardoned convicted Lil Wayne on his last day in office.
