The infrastructural deficits fall short of the so called IGR and not the other way around.

That is, the IGR generated in the past 2 decades should have been enough to ensure all parts of Lagos are developed.

It's a very small state for crying out loud.
The smallest state in Nigeria, I think.

It make sense to send some people back to their region but doesn't make sense for your own region to stop collecting federal allocation that's generated from oil in that region.
