This is more like shirking responsibility. The buck stops at the president's desk.
If a list is submitted, it is the responsibility of whoever is signing it to vet the document before appending his signature. Signing the document means you have taken responsibility. EFCC should be investigating the person that signed.

Don't be surprised if most of the names on the list are convicted Boko Haram members. This news is just to divert attention. Are you telling the word that before Buhari submitted the list to the council of state he didn't read it? Something as important as that. If he didn't read it what about the council of state?
