I saw a video where it seems the leader is encouraging Ethiopia Soldiers (who are probably close to Tigray border) during a religious celebration few days ago. I believe the soldiers can only succeed in crossing the boundary and successfully fight those who are defending the Region if they are granted the permission.. and permission can only be granted when the grace of period for those in the region elapses.
