These guys turn around after getting subsidy on exchange rate as oil marketers to sell a portion of that USD value at the black market, the little oil they will import, they still get paid subsidy on it.

This is exactly what has sent the Naira to oblivion.

This is going on because EMEFIELE took the powers from every Nigerian to access USD and gave it to a few all in the name of protecting the Naira.
