THE FEDERAL GOVERNMENT MUST BE REMOULDED TO FEDERAL LIAISON GOVERNMENT. THE POWERS OF THE FEDERAL LIAISON GOVERNMENT SHOULD BE RESTRICTED TO FOREIGN AFFAIRS, MILITARY, ON EQUALITY OF STATES BASIS, THE SEALING OF FOREIGN TREATIES AND THE ENDORSEMENT OF FOREIGN MOUS.
