Nigerian constitution says that you must win at least 25% of votes from a minimum of 24 states to win the presidency. Buhari after 3 attempts couldn't win up to 5% votes outside the north. He was only popular in the north and needed a snitch like Tinubu to help him get the extra 25% in 24 states.

if a candidate is leading in terms of number of votes but he is unable to get the 24 states, they will go for a rerun and after the rerun the candidates with the highest votes will be given the position even if that candidate couldn't get the 24 states.
