You can register for google+ without using gmail account. The process is almost like FB with a bit difference in the area of verification. You need to be with your mobile phone in order for use for verification. You can use any email address such as Yahoo, hotmail etc. I don't know about using personalised email or office mail. I tried it why registering my wife with her Yahoo account. I think other email will work such as facebook etc.
Here is a little tips on what to do.

1. If you have an invite already in your mail box, click on Learn more about Google+
2. A google page will open. If you have a google account before, enter your details, if not, click on Create an account now.
3. Google account. Here you fill your details to create a google account, click on I Agree
4. You need to enter your mobile number for voice verification. Enter your number and click on Send verification code. Google will call you to give you a 5 digits number.
5. Enter the code on this page and click on Verify
6. It will take you to Account created. Please verify your current email address. Click on Verify by signing in at yahoo.com
7. A page of the email service you are using will appear. Click on Agree
8. It will launch you to your google page. Here you can modify your google profile.
At this point, you have not yet join Google+. You need to go further before joining Google+. You can just google (google plus) on your browser where it launch you to several things about Google+. Select the option with Google Plus From here, it will launch you to the next stage.

9. It will launch you to the Google+ project page. Here you will join the Google+ by filling your name, sex and age. ( I miss this screenshot). If you have already joined the G+, you will just sign in.
10. Here you are you on your G+ page. Good luck.

That's true - you don't have to have a Gmail account to set up a Google Account. But your non-Gmail Google Account won't work if you have an Android phone.
