1. Ambulance
2. Fire truck
3. President
4. Police (popo)

You did not describe the incident, you just simply ask for order of priority!

All emergency services deal with incident.

For Example if there's an active snipping/shooting unto a crowd being addressed by a President,

The natural sequence will be to first save the presumed Prime Target - The President

Then Neutralized the shooter...which means the Police comes second.

Once the shooter is neutralised, then can the paramedics(Ambulance service)come onboard

Fire service will only be on standby if fire is ensued or their area of expertise comes up.

If a big mega supermarket is on fire or a laden Fuel tanker falls on a bridge near Presidential villa, the sequence will be different also.

Each incident will determine what the emergency management sequence is.

One thing to note is that Emergency/incident managers are often trained in a variety of situations. So do not be surprised if you see a police officer lending hands to paramedics or fire fighters.

Fire first because if a fire incident isn't addressed swiftly it can lead to the loss of numerous lives and properties.

The president isn't being chased by anyone so he can wait for the emergency services to go. He should be last. (In Nigeria however, the president is an emergency so dem no born anybody papa well to pass route wen president go pass at least one hour before hm go pass)

The other 2 is dependent on the number of people that are at risk. The function of the police is numerous so you can't say for sure they are going to save lives, they may just be heading somewhere to control a crowd, or chasing a man who is over speeding or something. While the ambulance is on its way to save at least a life for sure. If you ask me, let the ambulance go. Alternatively, any of them wen fit drag road, make e pass.
