ABUBAKAR CONDUCTED ELECTIONS WITH NEW CONSTITUTION WITHIN ONE YEAR – BUHARI CAN DO SAME WITH REFERENDUM!

Every committed and responsible leadership will always desire to put the interest of its citizens into reckoning and consideration if it must succeed in discharging all constitutional duties predicated on the principles of democracy and social justice.

Leadership must be committed to ensure that sovereignty belongs to the people of Nigeria from whom government through the constitution derives all its powers and authority NOT just on the document but in reality.
The Military Constitution of the Federal Republic of Nigeria 1999 states in Chapter II Section 14 (2) (b) that the security and welfare of the people shall be the primary purpose of government and (c) the participation by the people in their government shall be ensured in accordance with the provisions of the constitution.

THE NIGERIAN MILITARY KEPT THE CITIZENS IN BONDAGE FOR ALMOST 30 YEARS AND RULED WITH IRON FISTS!

General Abdulsalami Abubakar the last military leader in Nigeria smartly discerned, shortly after the death of his principal - SANI ABACHA - that Nigerians were tired of the soldiers boots and guns and wasted no time to pack bag and baggage and handed over a DIARCHY which helmsman wore BABANRIGA (big mantle), to identify with DEMOCRACY!
Maximum military ruler General Sani Abacha died on the 8th of June 1998, and within one year of his demise General Abubakar set up all necessary machineries through the Independent National Electoral Commission, conducted elections having assured that a new Constitution was enacted to run the affairs of government when he handed over on 29th May 1999.

REPRODUCED BELOW IS THE UNEDITED PROMULGATION DECREE NUMBER 24 OF 1999 WHICH ENACTED “CONSTITUTION OF THE FEDERAL REPUBLIC OF NIGERIA DATED 15TH MAY 1999 AND SIGNED BY GENERAL ABDULSALAMI ALHAJI ABUBAKAR, HEAD OF STATE, COMMANDER-IN-CHIEF OF THE ARMED FORCES, FEDERAL REPUBLIC OF NIGERIA.

No 24 of 1999
Laws of the Federation of Nigeria
5th day of May 1999

Whereas the Federal Military Government of the Federal Republic of Nigeria in compliance with the Transition to Civil Rule (Political Programme) Decree 1998 has, through the Independent National Electoral Commission, conducted elections to the office of President and Vice-President, Governors and Deputy-Governors, Chairmen and Vice-Chairmen, the National Assembly, the House of Assembly and the local government councils;

And Whereas the Federal Military Government in furtherance of its commitment to hand over to a democratically elected civilian administration on 29th May 1999, inaugurated on 11th November 1998, the Constitutional Debate Co-ordinating Committee charged with responsibility to, among other things, pilot the debate on the new Constitution for Nigeria, co-ordinate and collate views and recommendations canvassed by, individuals and groups for a new Constitution for Nigeria

And Whereas the Constitutional Debate Co-ordinating Committee benefited from the receipt of large volumes of memoranda from Nigerians at home and abroad and oral presentations at the public hearings at the debate centres throughout the country and the conclusions arrived thereat and also at various seminars, workshop’s and conferences organised and was convinced that the general consensus of opinion of Nigerians is the desire to retain the provisions of the 1979 Constitution of the Federal Republic of Nigeria with some amendments;

And Whereas the Constitutional Debate Co-ordinating Committee has presented the report of its deliberations to the Provisional Ruling Council;
And Whereas the Provisional Ruling Council has approved the report subject to such amendments as are deemed necessary in the public interest and for the purpose of promoting the security, welfare and good governance and fostering the unity and progress of the people of Nigeria with a view to achieving its objective of handing over an enduring Constitution to the people of Nigeria;

And Whereas, it is necessary in accordance with the programme on transition to civil rule for the Constitution of the Federal Republic of Nigeria 1979 after necessary amendments and approval by the Provisional Ruling Council to be promulgated into a new Constitution for the Federal Republic of Nigeria in order to give the same force of law with effect from 29th May 1999:

Now therefore, the Federal Military Government hereby decrees as follows:-
1 There shall be for Nigeria a Constitution which shall be as set out in the Schedule to this Decree.
(2) The Constitution set out in the Schedule to this Decree shall come into force on 29th May 1999.
(3) Whenever it may hereafter be necessary for the Constitution to be printed it shall be lawful for the Federal Government Printer to omit all parts of this Decree apart from the Schedule and the Constitution as so printed shall have the force of law notwithstanding the omission.
2. This Decree may be cited as the Constitution of the Federal Republic of Nigeria (Promulgation) Decree 1999.

THE LEADERSHIP DEFICIT BETWEEN ABDULSALAMI ABUBAKAR AND MUHAMMADU BUHARI IS UNACCEPTABLE!

And whereas retired General Abdulsalam Abubakar has remained in contention as a man of wisdom who had concern for the welfare of the citizens and is still relevant in CONSECUTIVE ADMINISTRATIONS from 1999 to date, General Buhari - even in government has lost grip to the terrorists who now occupy some local government areas in the North East and are collecting taxes from farmers and all those who are domicile in that region.

In recent times these terrorists give ultimatum to Federal Government to release their leaders who are in the custody of the security forces or face the consequences of EXECUTION OF HOSTAGES!

Major General Buhari’s second term in office has been a complete disaster especially when insecurity has become incalcitrant, social amenities have fizzled out completely, employment of able-bodied 13.5 million youths is in abeyance, about 10 million of school age are still roaming the streets, farmers are being executed in their farms, bandits are still killing hapless citizens across Nigeria, not living out Katsina; the President's home State etc.

And whereas President Buhari has been advised to forward an Executive Bill to the National Assembly for inclusion of REFERENDUM to address the quagmire of the unprofitable presidential system which was imposed on Nigeria and embrace the UNICAMERAL PARLIAMENTARY SYSTEM which will allow greater participation of the population and save the country from bankruptcy which consecutive administrations had embarked on.
But up-to-date the president has turned a deaf ear to the suggestions: and the killings, the sufferings, the poverty, the calamities, the pains and the bloodshed have continued unabated while he continued to globe-trot all over the world at every given opportunity! AND it is now very glaring to the TALAKAWAS that Buhari NEVER LOVED THEM AT ANY POINT IN TIME BUT HIMSELF!

WHETHER BUHARI LIKES IT OR NOT HE MUST BEND TO THE WISHES OF THE MASSES NOW!l

The economical unicameral system of government which will produce a PRIME MINISTER for Nigeria in the year 2023 is the way to go and we enjoin all Nigerians to PETITION the legislative arm of government and insist that REFERENDUM MUST BE PASSED INTO LAW WITHOUT FURTHER DELAY!

The citizens are tired of the prodigality of Buhari's presidential system and of Buhari who turned out to be the CITIZENS' ENEMY on instead of the MESSIAH!
HE MUST ACT LIKE RETIRED GENERAL ABDULSALAM ALHAJI ABUBAKAR AND GIVE TO NIGERIANS A LEGACY OF UNICAMERAL PARLIAMENTARY CONSTITUTION NOW!
