What do you mean no federal allocation? Obasanjo only suspended local government allocations for about 2 years due to the disagreement over creation of local governments by Lagos State Government. Tinubu went borrowing from banks. Yaradua released the backlog of allocations to Fashola immediately he came in.

2 years is alot. Some states can't even cope without federal allocation for a month, despite borrowing from internal and foreign banks.
