And in this 2022 electoral act, substitution of candidate shall only happen when there's a voluntary withdrawal by the original candidate, in a duly written and signed letter to both INEC and the party or a case of death.

If you look at Section 31 and Section 34 of the Electoral Act, substitution can only happen through voluntary withdrawal by the nominee or case of death, and after which there would be another election.
