Like most developing states, Lagos state has it rules and laws guiding the development/renovation/reconstruction/remodelling of any structure in the state. But unlike most developing state, there are several government agencies fully ready to cause you headache if you don’t follow the rules or laws in place.

When you buy a land in Lagos, the government expects you have your survey plan and your land receipt or deed of assignment/conveyance.

Then it is expected that you have your architectural drawing, and structural drawing for buildings above a bungalow structure.

Now when you have these four documents; a survey plan, land receipt or deed, architectural and structural drawing. The government laws states that you should apply and obtain a building plan approval and authorization before you commence construction.

When you don’t do this and you begin construction, according to Lagos State Urban and Regional Law, you have contravened. And this is where you begin to get visitation from both genuine government staffs and imposters.

So when an imposter gets to your site first and you decide to settle out of court, you think you are cleared until the genuine government agency staff shows up and you start claiming you have “settle them”.

Another way you can get frustrated is when you decide to cut corners with these government agency staff and try to build without proper documentation. You can get unlucky when these persons are transferred away from the district or another monitoring team from that agency decide to visit your site. That is when you start snitching on officers who were once your accomplice.

Now, let’s learn about the government agency that can frustrate you when you don’t have your proper documentation before, during and after construction.

1. LASPPPA: The Lagos State Physical Planning Permit Authority is in charge of processing and approving your building/renovation plan.
2. LASBCA: The Lagos State Building Control Agency is in charge of enforcing the Lagos state building laws and ensuring building are built according to the approval and with necessary authorization and stage certification.
3. LSMTL: Lagos State Material Testing Laboratory is in charge of testing every building materials including the water you use in your construction. And they also perform test on existing buildings or building under construction to test for the strength of the structural elements.
4. LSC: Lagos State Safety Commission function is to ensure that all safety procedures are adhered to at all time on a construction site
5. LG Officers: Local Government Officers issue development and stacking permit to constructions going on in there local government area.

Now let’s summarise;
- You are suppose to visit LASPPPA to obtain an approval for your building plan. When you don’t, staff of LASPPPA and LASBCA would pounce on you.
- When you don’t have the test report for your construction materials and also a safety certificate and board on your site, LSMTL and LSC respectively, will come knocking.
- When you put material on the street or even put a digger to the ground, local government officers will come, and most times they keep coming.

So, don’t be caught red handed, because bad officers and even imposter are ready to suck you dry. Get all necessary documentation before construction no matter how long it takes or bear the consequences.
