Look into installing Microsoft Visual Studio. I think they have a Win32 Application template that takes care of all the nasty GUI stuff. One which you can call their libraries for buttons, views and other interactivity containers, input your application logic code and voila, a working application.

GUI programming no be beans talk; it takes commitment but it's fun and the commitment pays off. That being said, you should also look into development for other frameworks. Windows may be a pain in the rectum.

that others can use ? People can use binaries you compile on your target platform of choice.
If you're talking about GUI apps, then its not a conversion thingy, you'll probably have to learn some platform specific API's or better still use GUI & Widget libraries like WxWindows (which happens to be the lib of choice for Bloodshed Dev C++).

NetBeans provides a way to build a NetBeans Platform Project (Java) into executables/installables for Windows, Mac and Linux via wizards (just a couple of Next -> Next -> Finish clicks) but I must say, NetBeans Platform Application Development is indeed another learning on its own (NetBeans is more than just an IDE, its a platform. So many people do not know this.)
