lagos was only capital for 33yrs 1960 to 1993, after power moved to abuja lagos was abadoned places like ikoyi,vi,ajah,lekki,had scanty houses covered with swamp, and thick bushes. Lagos govt kick started full infrastructural development in this axis from 1999 till date

Lagos was officially known as capital in 1960. Even a quick google search will clear your doubt.
