PUTTING THE UNITED NATIONS ON NOTICE

The Leadership and Accountability Initiative Nigeria, a duly registered Civil Society Organization wishes to kindly put the world on notice by making this petition to the United Nations (UN), African Union (AU), the International Criminal Court (ICC) on the present and imminent danger, threat to life and property, the action of the Federal Government of Nigeria by the transfer of Boko Haram prisoners to Ekwuluobia Prison in Anambra State, South Eastern part of Nigeria bears on the peace and security of Anambra state in particular and Nigeria in general.

It is not in doubt that the Boko Haram group is reputed to be Islamic Fundamentalists and fanatics that are, amongst other things, vehemently opposed to the Christian religion and western developmental ideals. Armed with these facts, the Federal Government of Nigeria transferred about 88 of Boko Haram terrorism suspects/inmates to Ekwuluobia Prison in Anambra State of Nigeria. It is our fears that this act of transferring and keeping these elements and members of this dreaded group in a State and Community that is predominantly Christian and in the South East of Nigeria may attract other Boko Haram elements to the South Eastern part of Nigeria in a most likely attempt to free their detained members. Evidences abound of such actions and the damage they will leave behind in any attempt to break out their comrades from Ekwulobia Prison in Anambra State will make their wickedness and gruesomeness in the North Eastern part of Nigeria look like child’s play.

The dangers of the actions of the President of the Federal Republic of Nigeria by ordering the transfer and the continuous detention of Boko Haram Members in Ekwulobia Prison in Anambra State (South East) of Nigeria are that the Insurgency may now fester to another region of the Country, as the Insurgents may begin to activate their cells (if any) in the South East region in other to free their detained members. Our fears and concerns are founded on the undisputed fact that this dreaded Boko Haram group is attracted to any place or facility where their members are being detained.

It is on record and to mention but a few of such attraction of this dreaded group. On 7th September, 2010, this group launched an attack on a prison facility in Bauchi State (North East Nigeria), where they freed 150 of their members and another 571 other inmates escaped from that Prison.

On 15th February, 2012, in Kogi State, (North Central Nigeria) this same group attacked the Koton Karfe prison and freed 199 inmates with their members in detention.

In 2013, this same group in Potiskum, Yobe State, (North East Nigeria) attacked a prison with bombs, dynamites and a suicide bomber, wherein they freed all their members and 132 other inmates in a Prison heavily guarded by the Army, Police and Prison wardens. Again, on 7th of May, 2013, this same group launched coordinated attacks on Police, Army and Prison formations in Bama Town, Borno State (North East Nigeria), wherein 55 persons died including 22 police men, 3 soldiers and 105 of their members were released.

The engorged dangers of this particular action/order of President Buhari are that there are possibilities for these Boko Haram inmates to, while in detention in Ekwulobia Prison, recruit fellow inmates who are aggrieved with the government or the system, the gullible ones and the ones that would see the offer to be recruited as a Boko Haram member as a worthy enterprise.

It is noteworthy to mention here, that the people of the South East of Nigeria are very peace loving people. The region has been calm and devoid of heart wrenching stories and incidents like are heard and witnessed on daily basis in the North East and other Northern parts of Nigeria.

In as much as we acknowledge the rights of the Federal Government of Nigeria and will not deny her the right to make use of her facility in the South East or anywhere in Nigeria, we wish to most respectfully put the world on notice as to our fears on the security and well-being of the good People of Ekwulobia in Anambra State and South East Nigeria in general.

We further wish to state that the President of the Federal Republic of Nigeria should respect the rights of people as enshrined in Articles 2, 3, 4, 5 and 24 of the ‘African Charter on Human and Peoples’ Rights’. We also enjoin him to consider Sections 14(b) and 17(e) of the 1999 Constitution of the Federal Republic of Nigeria (As Amended).

Consequently, we by this petition PUT THE UNITED NATIONS ON NOTICE that Mr. President should be properly guided. We further state that any Boko Haram related attack(s) in Ekwulobia, Anambra State or anywhere in South East of Nigeria, will be viewed as an act of war, political revenge and desperation by President Buhari against a people he publicly claimed did not vote for him and for the International Community to know whom to hold responsible.

Counting on the United Nations’ avowed commitment to safeguarding human lives and dignity; we gratefully commend your efforts around the globe and trust that you will use your good offices to prevail on the President to reconsider this action.
