No one created it per se. It is a doctrine in Islam. It is what an average Muslim comes to consciousness to know. Some Muslims overlook the doctrine because they consider it archaic. The zealous ones pick it up. That is why it is a dicey situation in the north. They all know these are acting in line to promote Islam but in a very crude form that is no longer in term with modern realities.
The same Islamic injunction also asks Muslims to seek for knowledge wherever place it could be found even it is with the People of the Book.
