Given the rising interest and demand for ballot papers to carry all party candidate's picture, we must all understand that INEC is not required to do so by law and campaigns according to the rules must end before the election day. Printing a candidate's face alongside his party logo/acronym on the ballot paper could be considered or argued to be "campaign". This could also expose INEC to lawsuits in which losers might claim that their picture was not printed clearly on the ballot paper even if the fault stems from the bad quality of the picture supplied by the party.

However, in acceding to this request, INEC could opt to print a large "ballot" in form or a poster that would be pasted alongside other INEC signs and notices at the background of the polling officers where the electorates get accredited and collect ballot papers. In doing this, cost will be reduced and ballot papers will remain intact thereby protecting INEC from legal consequences in the event that a party's candidate is substituted by a court order before election.

Printing one moderately sized poster (even in grayscale) with the candidate's picture and logo/acronym of all parties on a single sheet of paper per polling unit will not count as (or affect the) legal electoral material, it will control for quality (where all the pictures are printed with a single colour) can be done even a week to the election after all candidates must have been fully confirmed and most court cases about party candidacy might have been resolved.
