The email looks genuine as that is Nigeria Customs website.....gov.ng. Maybe you once applied or someone helped you do it.
But don't pay any money or put in your ATM details on any website.

This application was done in either 2019 or 2020 so you might have forgotten if you applied or not.
My friend got the same message, he has already booked a flight for 22 August.
