Our community electricity transformer was vandalized and the ARMOURED CABLES carted away on the 17th July, 2022.

Some philanthropists and members of the affected communities contributed money to buy the ARMOURED CABLES yesterday (over one million), they went to the IBEDC (Challenge, Ilorin) to request their services for installation, they were told to write a LETTER OF DONATION; meaning that the cables bought will be donated to IBEDC.

Does that mean the procurement of the ARMOURED CABLES is the responsibility of IBEDC? Why are they requesting for the letter of donation before coming to install the cables? I don't understand.

Though we had written the letter and they've promised to come for installation today and they will still be paid. I just want to know if this is the norm.

I need your inputs

If cables , electric poles, transformer or any part thereof are stolen or worn-out, it is the responsibility of the the distribution company (IBEDC) to replace them. However, in our society, residents are sometime inpatient or the the distribution companies as usual, will delay forever to fix it so the residents are left to fate.

You have bought new cables already, it is natural for the distribution company to buy them from you if they agree. So if they ask you to write a letter of donation, they just want to absolve themselves of any claim for refund in future. It is a mart approach from their end.

The best bet would have been to hold on to your cables first while you escalate the issue to NERC, ICPC and EFCC about how it is taking forever for IBEDC to fix cables and how you guys have resolved to get new cables. Give IBEDC an ultimatum, after which you will replace the cables and request for a refund. Just email IBEDC with above, copy NERC, ICPC, EFCC and give it some time. Otherwise if you write a letter of donation, just know you have done them a favour and the money is gone.
