If the Minister made a recommendation without proper & justifiable reasons, then he should be cautioned & advised to uphold meritocracy in such appointments...

Yes, it's open application, reason I said 97 percent of the names on the list are indigenes. The non indigenes on the list knew they stand no chance. Since establishment of the school, only the pioneer rector wasn't from the town.
