It’s very simple..
The reason was because:
“El-Rufai had no reason for him to be seen on the road during the voting period”

He was not an accredited INEC Official.

He was not a security personnel deployed for the Election.

He was not an accredited media personnel.

He was not an accredited observer.

He was not an accredited party agent deployed by his party for that particular Election in question.

He was not a registered voter in Anambra State.
..
So,, what exactly was he supposed to be doing on the roads of Anambra State?
(And then, going from one Polling-Unit to the other?? For what exactly??)

By law,, since he was not any of the things mentioned above,, he should stay indoors during the period that the voting was going on.

And that was what Peter Obi ensured.
He made sure that he stayed indoors inside his hotel until the voting period was over.

Even Peter Obi himself had to go back to his house after casting his own votes and stayed indoors, because he was not supposed to be moving around on the election day. He himself had to obey the laws that was guiding the Elections.

I don't understand the reason why El-Rufai, while reminiscing on the events of 2013 (an event which happened in good faith for goodness’ sake), would be infringing on the rights of lawful gatherings of the citizens and residents of Kaduna State..
