If buhari cared so much about the African free trade, why did he lock up the commercially busiest and most crucial Nigerian borders only to start constructing railway lines in the economically less viable borders?

Like what a reasonable guy pointed out, Nigeria is supposed to be implementing stringent border control measures in the north because Boko Haram, ISWAP and other terrorists (in form of herders and bandits) transverse between Nigeria and its northern borders to carry out their dastardly acts.

Even in Nigeria, is it bad to have railway lines all over,e g - from Calabar to Lagos- especially in all the Coastal Areas in the South,as these area are in dire need!
