Looking for people who read a lot, whether they can write at an excellent level right now is only slightly relevant. What really matters is the upper bar they could reach in the future. A person who has been writing for 10 years but still is a 5/10 writer is probably never going to be a particularly good writer. A younger person who has never written, but does read very broadly and has particular writers they admire for their style could have a far higher bar. The latter is the kind of person we are looking for.

The job is not fulltime, a student could do it — but it pays as well as actual fulltime jobs: N200,000 is the lowest you could be paid monthly, working only a few hours every week. In the beginning, you will not even be doing any actual writing, only assisting by 'editing' stuff by other people by checking for grammar, facts etc

P.S: You have never heard about the publication. This is very different from what people around here are used to.
